For me, on ubuntu dapper, it comes via 'thinkpad-keys' which is in the
'hotkey-setup' package. This reads the status directly from nvram, and
passes it onto /dev/input/uinput (after some processing).

If I trace things correctly, it is then picked up by a
'hald-addon-keyboard' process via /dev/input/event3, and passed on to
user-space.
