PolicyKit stopping me doing make distcheck

My server that now builds packages has no PolicyKit installed.

I cannot run 'make distcheck' without the build stopping due to the
missing policykit, which is a bug. Attached patch fixes the problem,
although this might not be the best way to fix this.
