Dell Inspiron CD-ROM slowdown still an issue

Hello hal developers,

we recently got updated confirmations [1] that the DVD-ROM GCC-4240N
CD-ROM quirk in Dell laptops is still an issue on kernel 2.6.20.

So I reapplied the formerly reversed patch [2]  in Ubuntu for now.
I guess this should be done upstream again, too?
