hal-info and hal spec out of sync?

Hello,

I just started to write a converter from pm video quirks .fdi file to 
whitelist.c from userland suspend. It works for matches on string, suffix, 
prefix and contains, but in the the git repository of hal-info also 
contains_outof is used:

I cannot find contains_outof in the latest[0] hal spec:
http://people.freedesktop.org/~david/hal-spec/hal-spec.html#fdi-matching

Can someone add it there and describe here, what this does?

Also the spec does not contain power_management.quirk.no_fb here:
http://people.freedesktop.org/~david/hal-spec/hal-spec.html#device-properties-power-management
But this is used in 
http://gitweb.freedesktop.org/?p=hal-info.git;a=blob;f=fdi/information/10freedesktop/20-video-quirk-pm-hp.fdi
