[PATCH 2/3] Remove POLKIT_AUTHDB_DEFAULT

POLKIT_AUTHDB_DEFAULT does not make much sense - what we really have
is either 'dummy', or 'not dummy' authorisation database code (of which
PAM is one type).

So, change all tests of 'default' to test for 'not dummy' instead. In
configure, make the --with-authdb=default option call 'pam' transparently
instead.

Wrap any PAM specific parts of the code in 'POLKIT_AUTHDB_PAM'.
