How do I solve noexec issue?

I am trying to get my usb and cd/dvd's to mount with EXEC enabled. I have 
tried to build a profile, but I am not having any success turning off 
NOEXEC. My DVD RW is connected to a SATA controller, and is /dev/scd0 and 
the second DVD is /dev/scd1, usb flash drive is /dev/sdb1.

I am using HAL 0.5.8.1.

Can anyone tell me how to set the default mounting to EXEC so that I can run 
binnaries from the cd/dvd or usb?
