HAL feature request: repoll partition table

The kernel nor HAL formats stuff. That's for other tools to currently do
and, yes, such tools should signal the kernel to reread the partition
table. Then HAL will notice.

BTw, the thinking is to expose interfaces in HAL to format stuff but
that's not done just yet.
