[PATCH 1/2] Add support for ipw killswitch to hal

Hello,

The attached two patches add support for the killswitch found on Intel
IPW 3945/2200/2100 cards on linux. Dell systems are excluded in the .fdi
file to avoid conflicts with the already existing support for them.

Please review them and consider integrating it into hal.
The patches are diffed against todays git.

Credit goes to Dan Williams for writing the initial scripts and the .fdi
file.
'yelo_3' who added the setrfkill method to the scripts.
I have reimplemented the script in C, added the exclude Dell part to the
.fdi and integrated it into hal and hal-info.

The attached file adds the C program + required changes to the Makefiles
to hal.
