[PATCH] sched: mc/smt power savings sched policy

With 'SchedPowerNotSupported' get_sched_power_savings/set_sched_power_savings 
now raises both exceptions so i think for both functions following minor 
change needed :)

- * @raises GeneralError
+ * @raises (SchedPowerNotSupported|GeneralError)

By the way i cannot find any way to detect if machine has SMT or MC one, if 
i'm not wrong kernel not exports this information to userspace, anybody has 
any suggestion/idea?
