Danny, I completely understand your rationale.

As a side note, I don't like the SetLowPower method in pm-utils that
much. Nevertheless, if it would be in HAL, I wouldn't split it into its
different pieces as well just because I don't see real use cases for it.

People understanding the single bits are able to use an editor to tweak
their systems...

But again, we cannot forbid these single methods in HAL IMHO. HAL
shouldn't only serve desktop GUIs, should it? If there are possible
consumers, and it's the right place to put the methods to, we should allow
it. Shall/can we bar consumers which like to do more? I cannot decide
this...
