Not sure what's wrong with your installation, but they are there on a 
clean f7 (x86_64) install:

rpm -ql pm-utils-0.99.3-6.fc7 | egrep "(radeon|vbe)"
/usr/sbin/radeontool
/usr/sbin/vbetool
/usr/share/man/man1/vbetool.1.gz
