Users shouldn't have to deal with that.  The formatting tool should 
unmount the device, reformat it, and remount it.  As long as both 
operations (mount/unmount and eject/unbind) are available through HAL 
for the application's use -- not necessarily directly exposed to the 
user -- it's fine.
