I think providing something like "Try to use only one CPU instead of spreading 
the work for all for power consumption" option is not _really_ 
different "Please select your default CPUFreq policy" for user point of view.

I don't think providing more options to user with GUI would be madness, but 
hiding usefull ones may :)
