Using libpci for reading PCI vendor/device/etc

honestly, ive never seen hal used in an embedded device ... but perhaps the 
section of the embedded world i work in just doesnt see it

the patch i posted can have libpci turned off ... plus, pciutils is pretty 
much a standard out there in all Linux distributions
