[PATCH] inotify support for systems without sys/inotify.h

Hi,

attached is a patch (based on Kay's udev patch, but extended), which
adds a configure check for sys/inotify.h. If not available,
hald/linux/osspec.c includes a local stub of inotify.h.

Please review and apply.
