I am not a Debian or Ubuntu developer, and ran into similar questions
myself when trying to get things to "Just Work" in Gentoo.  From talking
to upstream, pam-foreground is *not* a replacement for pam-console
(which is found in the pam source tarball/srpm) and I believe the plan
is to move to PolicyKit/ConsoleKit though not likely to happen any time
before 0.5.10.
