[hal-info patch] Reintroduce GCC-4240N CD-ROM polling blacklisting

Hi,

In [1] Ubuntu got a report that the GCC-4240N CD-ROM (as found in Dell
Inspiron laptops) still has the weird hardware bug that causes very
poor I/O performance, so I re-enabled the polling blacklisting again.

Maybe you want to do the same upstream?
