I get the same problem with anongit:

[root at localhost tmp]# git clone
git://anongit.freedesktop.org/git/hal.git
Initialized empty Git repository in /tmp/hal/.git/
anongit.freedesktop.org[0: 131.252.210.176]: errno=Connection refused
fatal: unable to connect a socket (Connection refused)
fetch-pack from 'git://anongit.freedesktop.org/git/hal.git' failed.
[root at localhost tmp]#

Try the host anongit.freedesktop.org.
