[hal-info] fix for previous video quirk patch, and add another X31 model

Hi all,

sorry, I messed up my previous patch for the X31; I should have
changed prefix to prefix_outof. Also, in
https://launchpad.net/bugs/199059, Jonathan Corbet reported yet
another product it of the ThinkPad X31 which also needs
power_management.quirk.dpms_suspend in order to disable the backlight
during suspend.

Attached patch fixes both.
