Quirk for Dell Inspiron 8600 suspend

Hi,
the attached patch makes my laptop, a Dell Inspiron 8600 with Radeon
Mobility 9600 graphics card, successfully suspend / resume.

I tested it several times over with no problems from X11.  But note that
I could not find arguments to pm-suspend that make it work from the
virtual terminal: you have to Alt-F7 back into X to get the screen back.
Nevertheless I hope this patch is useful.
