Wouldn't it be terribly short sighted to make the claim that only 
NetworkManager uses this information now so only NetworkManager will 
ever use it?

A compromise would be a separate package that installed the FDI files, 
that could be maintained by the NetworkManager guys for now but other 
projects could depend on it being installed and not depending on the 
entire NetworkManager package to be installed.
