responsibility for enabling/disabling bluetooth?

Done.  Someone please apply the attached patches.  The first is for hal 
and the second is for hal-info.  Note that the hal-info patch includes a 
new file, 
"fdi/information/10freedesktop/10-thinkpad-rfkill-switch-bluetooth.fdi".

I've tested this using D-Feet to make GetPower and SetPower D-BUS calls 
on the Bluetooth kill switch device.  I've also tested it by creating a 
small Python script which runs as non-root and uses GetPower and 
SetPower to toggle Bluetooth when hald signals that the Fn+F5 
("wifi-power") key has been pressed.  Everything looks good.
