Simple:
- ConsoleKit is a framework for defining and tracking users, login
sessions, and seats. (from README)
- HAL do hardware and system abstraction

And such stuff as shutdown and clearly also powermanagement belongs into hal 
and not ConsoleKit. Why the hell mixup them?

Btw. it doesn't matter if it is the same bus. It are different services and as 
a application developer I don't want to call two different services if they 
should be in one service! With you logic I can put everything into ConsoleKit 
as e.g. mounting, killswitch handling or what ever.
