+1 from both the packager's and software developer's point of view.
The fewer cross-deps the better and if 3+ packages have circular
dependencies and provide each other with the same information, it's
almost impossible to write good documentation for any part of the
mechanism without requiring developers to know the rest of the
infrastructure. I think PolicyKit and ConsoleKit should be something
very easy to utilise and should solve one problem each rather than
trying to become a one-kit-to-rule-them-all.
