Reason for reverting hal fix for !PK

Hi David,

I just noticed that you reverted the fix for making hal work without
PKP [1] a little later in [2], but [2] does not state any reason.

Why was that done? In Ubuntu I don't care much any more (we have used
PK for a long time), but Debian doesn't yet, and still it seems to be
much more correct to leave it in place.
