Because:
1) how do you find out if the machine use e.g. radeon or fglrx/nv or nvidia, 
which normaly show complete different behavior?

2) fglrx is closed source, you never know what change with new versions and 
what this cause on the machine. HAL don't know anything about fglrx and the 
different versions of the driver which can show different behavior (one 
version may need a quirk, an other other quirks or none). The same for the 
proprietary nvidia driver.
