Without an X server running the nvidia blob there is no way I can get
the LCD back on when it resumes. I tried without X running, on console
but with X running the nv driver and inside X running the nv driver.
All of these configurations don't work no matter if I use those quirks
or not (and I also tried the dpms ones). The laptop still comes out of
suspend and I can reboot cleanly with ctrl-alt-delete even though I
can't see anything until the BIOS screen appears.

With X running the blob I can suspend cleanly either in X or the
console and either with quirks and without. All combinations work.
btw, all tests done with 'pm-suspend' from
pm-utils-0.99.4-6.fc8.x86_64 on kernel-2.6.24.3-12.fc8.x86_64. nv
driver is xorg-x11-drv-nv-2.1.6-1.fc8.x86_64 and nvidia's blob is
169.12.
