My patch partly addresses this by doing some dynamic checks (i. e.
used video driver and hardware). It can easily be extended to do some
kernel version comparisons, if that is necessary. 

If a large set of static quirks can be replaced with some more generic
and short bit of code (and on top of it make them more correct for
different hw/drivers), that's certainly helpful for maintaining
quirks? Or what am I missing?
