How to make hal pick reliably up a new configuration file

That seems to have been the problem.  In fact, the driver that I am advertising
via hal is part of a set of guest drivers for a virtual machine, and the VM
system time can get readjusted during the installation process, so this may be
the reason.  Thanks for pointing this out!
