[PATCH] Provide standalone SMBIOS management app

Hi:

 

With libsmbios moving to C/python, running dellWirelessCtl becomes a lot
more expensive of a call.  I'm attaching a patch that replaces the
functionality with a standalone utility that will be packaged with HAL.
