did you get your fdi files from cgit? they look like html pages.
just downloading these html pages won't work, you actually have to get the
files proper.
e.g. http://cgit.freedesktop.org/xorg/xserver/plain/config/x11-input.fdi
for each file, cgit has a "(plain)" link, this is the actual file you need to
get.
