hald gives Error doing GetSeats on ConsoleKit

Hi all,

I'm trying to get DBUS and HAL going in an embedded system to be get USB device plug-in notifications. 

I invoke the dbus-daemon as follows:
/usr/bin/dbus-daemon --config-file=/etc/dbus-1/system.conf

However HAL fails to start:

I'm not sure where to start looking to resolve this issue. Any help will be greatly appreciated.
