[HarfBuzz] Harfbuzz for OT only

Hi Martin,

While right now we are working on finishing HarfBuzz with OpenType support, 
the plan is to add all shapers in HarfBuzz (Win32, CoreText, AAT, Graphite, 
m17n, you name it).
