[HarfBuzz] Harfbuzz for OT only

Hi Martin,
While right now we are working on finishing HarfBuzz with OpenType support,
the plan is to add all shapers in HarfBuzz (Win32, CoreText, AAT, Graphite,
m17n, you name it).
I still don't have any API in mind for complex selection, but that's another
issue.
