Here is an exhaustive list of consonants for Sanskrit:

And why are you worried about conjuncts that are not allowed for other 
languages? All you need to do in the software is provide support for the 
most you can, and whoever needs a simpler conjunct to be displayed will 
be using only a subset of that. In the case where there are rendering 
choices to be expressed, the user should go by
