[HarfBuzz] New Indic standard?

Hello,

I just got a chance to reply to this email and I have noticed that you
got the answer from Rick. As Rick summarized, when the next version of
the standard is published they will probably make a note of my
proposal on how to deal with reph in Telugu and Gurmukhi.
