[HarfBuzz] Detecting ICU/FreeType without pkg-config?

There's a bug http://bugs.icu-project.org/trac/ticket/6981  to have ICU 
provide pkg-config. If someone would like to write a patch and 
contribute it that would be most welcome, I'm sure.
