[HarfBuzz] HarfBuzz API design

Hi Maciej,

I'm currently interested in getting the API right and easy to use, and not 
worry about performance until it shows up in profiles.  Though I don't think 
the design I have in mind is slower than the current design.  We can always 
add more API in the future if need be.
