[HarfBuzz] fix to harfbuzz for assamese language using bengali script

Hi,

    Bengali script contains two 'Ra' characters one for Bengali language
(u09B0) and other for Assamese language (u09F0), so reph gets formed in
these language with respective Ra character.

   trick used to fix this problem is Assamese Ra will be used only in
assamese language, so if user enters u09F0 it means that this is
Assamese language and should change reph to u09F0

problem long time back and presently using this in fedora, but still
patch is not in upstream

  It will be very nice, if we can add this patch (see attachment) in
upstream, let me know if anything required from me
