[HarfBuzz] [PATCH] build fails without ICU

I'm building with no ICU installed, still it insists on building hb-icu.
The attached patch should fix it, it looks like in configure.ac
AC_CHECK_PROG macro is called wrongly, as per autoconf manual[1].
