[HarfBuzz] using hb_buffer_set_language

Dear Behdad,

I tried to use a language which is specified in a font but which isn't 
defined by MS and found it didn't work. However, looking at the code, it 
looks like it is intended for this to work (using 
hb_buffer_set_language), but it required the attached patch to 
hb_ot_tag_from_language.
