[HarfBuzz] New mailing list for HarfBuzz Indic discussions

Hi list,

Due to the recent interest in Indic testing from multiple people, and the
anticipated high traffic around Indic issues I thought a separate mailing list
may be more appropriate.  So, if you have any interest in the Indic
discussions, please join this brand new list:

I'll make sure that important milestones and news re the Indic shapers are
sent to the main list too, but for development discussions, lets move to the
new list.
