[HarfBuzz] Kannada peculiar combination "0CB0 + 200D + 0CCD + 0C95+ 0CBE"

Hi Behdad,

I have https://bugzilla.redhat.com/show_bug.cgi?id=694724 pending
against lohit-kannada-fonts.

ರ‍್ಕಾ -> u+0cb0 u+200d u+0ccd u+0c95 u+0cbe,
https://bugzilla.redhat.com/attachment.cgi?id=490712 provide actual and
correct rendering.

1. On Windows8 this sequence gives me correct output with Tunga font but
it fails with harfbuzz+Tunga. So might be we need some fix from harfbuzz
side.

2. Lohit Kannada fails with Windows8 as well with Harfbuzz, so anyhow i
also need to add some specific rules to fix this.


Unicode Chapter 9-> Kannada -> Consonant Clusters Involving RA provides
more information on same. Reported bug against harfbuzz [58714]
