[HarfBuzz] [PATCH] ZWJ/ZWNJ and harfbuzz

Hi Behdad,

Thanks for the info. I've attached a patch that syncs up harfbuzz
behaviour to the current behaviour of Pango/ICU. I've created a Bug for
it (https://bugs.freedesktop.org/show_bug.cgi?id=45114), including
testcase and images of correct and incorrect output.
