I've already emailed the owner asking about these two bugs, no response.
It is frustrating to deal with this again when it was fixed many years
ago in Pango/ICU and applications like OOo.

That's Devanagari script. Have a look at the thread from 2007 on indic
unicode.org list for "Which Indic scripts use ZWJ in the GSUB table?".
So far MS has only indicated to me that Sinhala, Malayalam and Kannada
use ZWJ in lookups.
