[HarfBuzz] icu-le-hb

So, I have a new idea for the wrapper:  We should leave the LayoutEngine class
exactly as it is in ICU itself, and subclass it for the HarfBuzz port.  That
way we can even be binary compatible with upstream after you make the addition
to the LEFontInstance.
