Yes, U+0DDA behaves incorrectly - sorry about that, we'll fix it.

(If you set HB_OT_INDIC_OPTIONS=uniscribe-bug-compatible in the 
environment, it should work properly, but obviously this needs to be 
fixed for the default behavior as well.)
