Correct.  'ccmp' / 'loca' are done before 'Indic' reordering.  Do bulk of your
work in the pref/pstf/etc features.  For compat with non-supporting engine,
you can duplicate those lookups in 'liga', which the SEA shaper deliberately
does NOT apply.
