It lets you force a specific shaper or list of shaper, so far what they
are doing is simply preventing HarfBuzz from using graphite2 shaper (or
any other shaper) even if it were built with it, which IMO makes no
sense (I guess it is a left over from their attempt to use the fallback
shaper for so called simple scripts, which is also wrong).
