[HarfBuzz] Corner case wrt to repeating Malayalam vowel sign OO

The word is 'യുറേേേേക്കാാാ'.
Left part vowel sign EE is repeated thrice.

I believe these cases should be handled script specific (as opposed to
Indic in general), if the code size penalty is not too much.
BTW, Unicode standard pg 319 clearly states that, repeated vowel signs are
expected in case of Malayalam.
