[HarfBuzz] information on how to report a bug on OpenType Layout

Hi Élie,
I have no explanation for why it works with icu_le backend in HarfBuzz and not
in LibreOffice. I can confirm that it works correctly with icu_le backend in
HarfBuzz. It is possible that it's a bug in how LibreOffice is using the
icu_le output, but not a very likely case.
What would be awesome is for you to test compiling LibreOffice against my
icu-le-hb wrapper:

If LibreOffice is using the C API instead of C++, you wouldn't even need a
recompile. But I guess that's not the case.
